There are a number of good reasons for that. The F-117 have a very well documented (and low) RCS. Making them a perfect platform for airborne RCS test. And they exist and are essentially written off. Any further use we get out of them we get for the cost of just maintaining them. And the internal FLIR could probably be converted for tests of the laser based data link that many believe is being tested in the ranges currently.
