Sweet, that really shows how massive that new building is. My guess it is similar in construction to the extensions to H-19 that were added in the early 2000's. I think it is a safe bet that it is designed to conceal whatever comes out of H20-23 while it is prepared for flight. With more and more satellites up there I can imagine that it may affect test schedules. Not to mention curious folks on Tikaboo and in Cessnas... :-)
