I think it would depend on the stage of testing and what the goals of the particular test are. Particularly the Q4s, those things go into civil airspace on their test flights all the time. Likewise, the TFR over Beale exists to allow UAVs to climb into class A directly from class C without a chase. There are some pretty incredible ground based optical systems that can be used in testing and I’d actually think something like that would normally be preferred over a chase aircraft. But it depends. I’ve actually flown with someone who flew chase for a cruise missile, so it’s sometimes surprising what’s being chased and what isn’t.
