The altitude changes in the beginning of today's track make me think either a structural test of a new addition or sensor calibration. As for flying over multiple airports, maybe using ground transmitters there for testing passive onboard systems? They flew over McCarran at 15,000ft. I am sure that took some doing in the tower to deconflict with LAS approaches/departures.

For some reason "they" are apparently not too concerned about the aircraft and its odd track can be viewed in public tracking web sites.
