There is no valid reason to believe Vandenberg is either a test site or an operational site for classified airframes. That is not the mission of the base. Also, it would hardly be secure for that type of activity. There are contractor personnel (ULA, SpaceX, Northrop, etc.) with access to the launch complexes on south base, there is an Amtrak rail line running right up the coast through the base, and the on-base runway is exposed to the base population,
