The NNSS airspace is closed to civilian air traffic. Aircraft operating in that air space would need a good reason to be there. I sometimes see small aircraft, sometimes even one of the Beech Janets, flying similar patterns in that air space. My somewhat educated guess is they have instrumentation on board monitoring a test on the ground or in the air.
