I'm way out of my lane on this, so I can't really guess too deeply. But I had the same thought about it being an antenna of some sort. I believe the UH-60 helicopter has a similar arrangement of a panel antenna on the tail rotor boom. I can't confirm it with details, I'm remembering from talking with a crew chief.
