The tower looks very much like the towers used to rig the warheads and instrumentation/cabling for underground tests. I wonder if it could be leftover from a cancelled test, or potentially there for a quick-response test if an adversary were to ever pull out of a treaty or conduct a prohibited test, as a sort or retaliation.
