I found this article online and found it really interesting. Looks to be a very expensive upgrade.The new planes will be "WC-135" to match their "weather" plane title. I also found some of the history of the "Constant Phoenix" a fun read and did not realize the expanse of Non-Combat missions that the Air Force flies, dating far back in time. With N Korea and China in the news with recent tests, I'm sure these planes will be earning their time in the sky quickly.
