I can't prove it but I believe that they take advantage of the infrastructure that exists at the nearby NNSS (former Nevada Test Site). The road past Sedan Crater and via Gate 700 connects Area 51 with the NNSS. That also make it difficult to track material etc going into the base since they come in via Mercury and the NNSS.
