The RAF tanker force is unique in that it is actually a charter airline, AirTanker, owned by a corporate entity. The RAF basically buys tanking services as required, but the airline can sell/lease their services as multi-role aircraft (tanker/cargo transport/passenger plane) when there are a/c available in excess of RAF needs. The flight you tracked might have been operating under contract to some other customer.
