Assuming that a complete test article exists I could see where that may be needed only to make modifications that cannot be made at Groom. If it exists it would be flying out of Groom. Edwards or Plant 42 are not secluded enough. If there is a conventional test bed that serves as a surrogate for tests of sub-system integration I could see it flying out of Edwards.
