The runway number painted on the threshold may or may not be the actual heading. The Magnetic heading of the runway could be say 267 and 27 would be painted on the threshold. The FAA rounds up for the number they paint on the pavement. It is somewhere in the AIM (Aeronautical Information Manual) that describes exactly how they do it. Also If you look at the Jeppesen version Airport diagram in the oval where the runway number is located it has the actual runway heading. The airline I used to fly for required us to set that magnetic heading from the Jepp chart if ATC said "fly runway heading".

Also the fancy fly by wire "track ball/mouse" controller GPS/FMS based navigation Jet I fly now still uses a magnetic compass system for heading information. As well as the old "whiskey" compass hanging up between the winshields.
