Since there are no more T-43s in USAF service, there is no ALC for the type. Farming out depot (d level) maintenance is not a surprise, good chance both i and o levels are CLS as well.

The security you saw is interesting, highly doubt there is anything classified about those former commercial aircraft or their systems. Security was probably there to preclude anyone from adding intel gathering/transmitting gear....sensors, cameras, trackers, etc.
