I find it extremely odd that the FAA and police are not more concerned. Before you can fly even a small consumer drone like my Phantom 4 Pro you have to register it online. It is part of the initialization of the drone and not an optional step. I assume the data ends up with the FAA. I believe the unique drone ID is part of the data stream between the drone and the controller. So, in theory, by monitoring the control signal of the drone the registered owner should be easy to identify with the right equipment. If nothing else a drone jammer should be able to bring them down for analysis.
