There are two things I find interesting about the continued use of the F-117. First is that they quite obviously want "people" to know it's flying, with the multiple VERY public runs up and down Panamint in Death Valley, repeatedly flying at rooftop level over a very well traveled National Park highway (190). It worked, and we got some of the best recent video footage possible.

Second is that Occam's Razor notes that it's still being flown in order to make use of its most prominent feature ... which would be its vintage of stealth. Whatever is tracking the F-117 could also track another of its own kind - which is presumably something new that we haven't yet imagined.
But in addition to that, they may test it (the "new" as yet unknown plane) against something that the rest of the world might just be catching up with in terms of stealth, which the F-117 may be very adept at approximating or even duplicating.
IMO, "they're" sending a message to somebody with the very public flights of the F-117 ... knowing who exactly that message is intended for could likely lead to a roadmap that might explain a lot of currently unexplained (or not fully understood) things, from tic-tacs to flying triangles.
