i worked in these programs from 1984 until 2010 and security really did tighten up during that period. it got significantly tighter at the end of the cold war in the early 90's... my guess is that the increased concentration on terrorists vs the "big commie state" was a big driver. protecting against a pitbull is different that protecting against army ants...
