I'm sure Joerg has further info. As far as I know, Tikaboo is legal to visit and film from. We have seen some very nice photos and video taken from Tikaboo (some are on this site). I don't believe you would have any issues with security unless you are seen setting up some kind of weapon system No doubt they watch visitors closely. I camped there with my daughters a few years back and loved the experience. (my trip report is posted on this site)
