It isn't a passive system, it isn't to back up a main radar; It is the main radar and would be a perfect hunter killer set up.
These are (If I am correct here) X-band radar along the entire left and right wing with a foilage penetrating panel that is underwing. Reading the literature available and some PhD thesis' from Australian radar tech developers, it all fits.
