I am afraid that is full resolution. The tape is probably just generic electrical tape. These antennas (there are two, one about 10ft. above the other) have been on a tower on Highland Peak since at least 2011. That tower is mixed Air Force and civilian use. They may very well be non-military use. I just think it is a curious design. Never seen anything like it.
