Rich, that isn't totally true about the B-1's yet. My friend (A B-1 pilot at Mountain Home) says that the
B-1 community have been left completely in the dark so far. But it's most likely that Dyess and Ellsworth will be the two remaining B-1 wings.

As for the B-52 as a ECM/ESM aircraft, I spoke to a B-52 co-pilot at RIAT 2001 (The biggest military airshow in the UK and maybe the world!) and he said plans are to convert 9 B-52H's to EB-52 in the next few years.
