The structure is called a wildlife guzzler. Essentially a tank with a water collection system to provide water for wildlife in the area. I believe they are maintained by BLM. As you drive up the dirt road to the power lines there are several roads going off the main road. Pretty much all of them end at a wildlife guzzler in the mountains.
