Ad revenue now days is tricky and heavily based on site SEO. It's hard to generate revenue with just a basic html site anymore. Not having an XML site map and using iframes on your index.html that are not listed in your robots.txt was probably hurting your ad rates. No matter what, ads or not, you should add "Allow: main.html" and "Allow: nav_bar.html" to your robots.txt file.

If your hosting plan is costing you $200/m for 15,000 hits a month it sounds like you need to move this into AWS. I run a forum within AWS that gets around 8000 unique visitors a day and typically uses around 700Gb/m of outbound transfer from my S3 bucket. My monthly costs are around $60/m with the pay-what-you-use plans and my CloudFlare CDN account that serves the static content to offload bandwidth costs adds about $6 to the total.
