It looks like the area SE that you mention is surrounded by a double, possibly triple chain link fence. So is the lagre white building in the NW (which may well be the building with the pulsing bright light inside that Jerry Freeman mentions).

Two independent high-security areas within one facility.... Interesting!

There appears to be an antenna tower in the center of the circle (actually two concentric circles) in the NE, with something on its top. A safety (or security?) zone around it would make a lot of sense.

Of course this facility is not marked on the Nellis Range chart, and the good-sized road (according to Freeman even paved) is shown as "unimproved dirt" road.
