No clue about the Roman numeral 17 except perhaps that the CTF was stood up in 2017. The bird looks like a raven to me. There is a B-21 program patch with a somewhat similar bird, though that one would technically be a crow because of the color of its beak.

Someone said that $5.00 CTF patch on eBay sold for more than $200.00. Sounds like somebody made quite a profit.
