Its just a thought, what if, in an area with very known
and stable Weather, it wasnt the Aircraft that were the target. It was the disturbances in the flight medium, the Atmosphere, i.e. bow waves from Aircraft movement and trailing wakes. Area 51 would be the ideal place, known Weather for many years, lots of room to set up recievers. Movement through the air could be dected and tracked/plotted. That way it wouldnt matter if there was any returns from the Aircraft, just its displacement of the air would be in itself enough to give heading, alt. and speed. Just a thought.
