Actually, the current airfield at Area 6 did not exist during the era of nuclear testing. The Yucca Lake airstrip was marked on the dry lakebed and there was no paved runway. There was a small hangar at the edge of the lakebed for helicopter operations.

As to the fencing, there are radiological hazard areas and potential crater collapse zones within the NNSS (formerly Nevada Test Site). Munitions storage areas at Nellis AFB, Area 51, etc., sometimes have double fences for extra security. You can't tell what is inside an area by the fence configuration alone.
