I can't imagine where you got that number. The request I see has $279 mil. That included 3 aircraft, the sensors, a new control station, training new crews, and a new forward base. It also covers some R&D to finish up some testing. The Triton looks like the Global Hawk, on which it was based. However, it flies longer, has anti-ice with a different engine model, has different and more sensors, and has different comms. It is built to the Navy requirements so that it can communicate with ships.
