That is the whole point of the START inspections: you do not trust the other guy. If you did, there would be no need for a treaty in the first place.

That is why the US and Russia both visit locations where nuclear weapons ARE NOT stored in order to verify, in fact, that there are no nuclear weapons there. Most of it is done from the air. They fly over any location in which nuclear weapons just might be kept to verify in fact that there is nothing there.

That is the whole point of verification.
