I am not aware of the cammos using Toyotas. My guess would be they were contractors and the "pursuit" was a coincidence. There are some remote semi-temporary sites in the valleys around Rachel serviced by contractors.
But then again, you may have been a target of opportunity for some sort of security exercise. Perimeter security has been beefed up over the last year or so with new cameras and other gadgets.
