SALT is long gone... 'New START' is what's currently in place.

Btw, they do dummy drops fairly often, considering all of the new weapons system platforms developed in recent years, they've gotta test/affirm the compatibility of some older last generation munitions with the newer aircraft meant to carry them, and the newer generation munitions, which this test was.
