Of course. The first 20 take out the air defenses, then you bring out old mothballed B-52s and other aircraft that would have free skies. Drones are great for terrorist threat and focused strikes, no doubt.
Now we've already seen that stockpiling nukes for mass delivery is no deterrent if you can't use them politically. Do you think anyone would launch a SCUD type system at the US if they knew we could deliver one strapped to say an X43 type platform and have it to Pyongyang within 30 minutes from US territories? The SCUD would still be arcing out in space.
