I attached a link regarding the downwinders website which covers the military nuclear "witnessing" events.

There are some long time residents of Alamo who witnessed the above ground tests. I doubt any Rachel residents saw much in the way of testing. Looking at the history of Rachel timeline, DC Day started the town in 1965, but the first subdivision wasn't sold until 1975. The last above ground test done at the NTS was in 1962 [Codename "little feller I"]. There were plutonium dispersal tests done in 1963, though technically not nuclear explosions. Note that these plutonium dispersals tests are very similar to the so-called dirty bomb.
