The Red Hats primarily do technical and tactical evaluations of foreign aircraft and weapon systems. The Red Eagles took the tactical part a step further during Constant Peg, creating a training syllabus for air-to-air combat tactics that exposed more than 6,000 U.S. airmen to actual Soviet-type hardware in action. In 1988, due to budget cuts, the Red Eagles program was minimized. The organization still exists as Detachment 3, 53rd Test & Evaluation Group. The Red Hats also still exist, despite the inactivation of the 6513th Test Squadron (and later the 413th FLTS), and continue to be the largest, highest priority program at Groom Lake.
