That is the JCIF--Joint Counter-IED Faclity. When it first turned up on GE, there was a lot of speculation, especially on Aviation Leak's blogs, about a "new RCS range." The Navy didn't help by refusing to comment or answer questions. I think they were simply caught off guard, having the place "discovered" before their PAO people were up to speed on it. If you Google "NAVAIR JCIF" or similar, you'll find plenty of information about the place. I've seen a number of presentations & papers at unclassified conferences about work done there. And I'm sure, very sure, that if RCS work was coming from there I would be aware of it, and there's nothing. Still, and I don't mean you Dave, there are those out there who are convinced the counter-IED stuff is all a cover for an RCS range or something else. IMHO, it's a lot like A51: the reality is far more interesting than the rumors & speculation.
