The new hangar is most ideally positioned to serve as a covered trim pad, doubling as a Scoot-N-Hide. It is not well suited to being re-purposed into a hangar devoted to a specific project (too far from the flight line and too close to all the other traffic taxiing past). Test aircraft at other bases often sit on the Last Chance pad for several days during preparations for a sortie. You can't do that with a classified article unless it is at least covered from overhead viewing. Area 51 has more than sufficient "barn space." There are more than two-dozen hangars of various sizes, and I seriously doubt that much of that space is being wasted on storing old projects.
