on the b2 program we had buildings at site 4 (palmdale) and site e (edwards) called the Engine Run Dock (ERD). the building was used for engine runs for a while before all the rivets started falling out from the vibration of the engine runs and after that as a place to prepare the b2 for a flight and then taxi out and take off from that building. my guess is that what looks like a scoot-n-hide building is really a place to do preflight and launch of whatever is going to be operating out of the 2007 hangar and also a place to recover the aircraft after flight under the cover of a roof. i am sure it's being paid for by whatever that program is and they will be the only ones using it while they are testing.
