I think you missed his point in relation to this website. 9.9 billion for 20 airplanes over 5 years seems way excessive--unless the money is actually intended for other aircraft, flying or in development, that have not been revealed. Black program contracts have to be hidden somewhere and this seems like a candidate.

BTW, the B-2 has targeted 80 JDAMs at once using 500lb vs 2000lb warheads www.spacedaily.com/news/gps-03y.html
