Probably not the greatest bargain of all time, but to buy 20 B2's in the early 90's the price was 2.2 Billion a piece.
I guess with inflation, to upgrade and maintain them for 5 years; 9.9 Billion doesn't sound like highway robbery.
I'm sure that most contracts probably are quite a bit generous, but I really like The B2; it has some remarkable capabilities like launching 16 satellite guided bombs to 16 different targets simultaneously.
