It’s possible that this aircraft was leased for a one-off ‘outsize’ job or a temporary lease from a cargo carrier. The USAF C-5 and C-17 fleet is stretched pretty thin supporting various operations at the moment.

Atlas freight does a lot of US military cargo contract work.
