Most likely a T-38. The conversation may have been because the T-38 "companion" was cancelled or aborted. They often chased the F-117. Single-seat aircraft always use an instructor in a chase aircraft for training. They used the T-38 because it was low cost and readily available. When I flew the F-105D, the chase would be another F-105D, but all radio calls outside of the flight would be made by the student as if it were just one aircraft. Only when the student landed with the instructor still airborne would that second aircraft callsign be used. See link.
