Sorry, but I believe he is referring to "GRASS BLADE", which was the name for the project responsible for the development of low noise, visibility, and radar signature of special operations rotorcraft. GRASS BLADE began in 2007.

The operational project "TRACTOR PULL" was established in 2010, once the rotorcraft articles were completed and sent to AFFTC Det. 3 for flight evaluation and training the flight crews assigned to the small detachment.

Those two 'projects' were just in the last 4-7 years... Not the 80's and early 90's.
