Tom's math is straight-forward and seems to be concerned with the transmission of a particle beam through the atmosphere, rather than using a plasma on board an aircraft to affect the shockwaves generated by that aircraft in flight. There was a paper on this concept on the Federation of American Scientists webpage about a year ago--www.fas.org.
