It's not impossible to keep The U-2 longer for commanders that prefer it to the Global Hawk, while still bringing that program along as well. I think the budget process has many flaws, and is driven by politics too much. There is too much All or Nothing kind of thinking. It needs to be based on needs rather than the wants and motivation of others. It needs to be more flexable, and effective in finding real world cuts to keep more projects across the board. That includes keeping the A-10 in my opinion as well. When I go to the store I don't think about buying either 100 jars of peanut butter, or 100 jars of jelly. I find a way to fit them both in, because I need my PB and J's. This is an exaggeration of course to prove my point.
