I'm not sure where there is any data showing that our doctrine of quality beats quantity has ever been implemented successfully. In WWII we didn't have a technological advantage we won because of sheer numbers, look at the numbers of aircraft, tanks, ships, etc. we produced during the war, everything was producing huge overwhelming numbers. Korea was basically the same thing, we had some technology but not much and again we use huge numbers to overwhelm an enemy and yet only battled to a draw. Now think about Vietnam, we obviously had superior technology yet we lost! Even Desert Storm was won by sheer numbers of allied forces, the Allies massed 700,000 troops for the ground attack. We certainly did have a technological superiority in the air but that's not much to talk about how small the Iraq Air Force was. We've never proven that the doctrine of quality versus quantity really works yet we keep pursuing it no matter how expensive it is.
