I have never heard of a reduced RCS F-15 being tested at Groom, but the F-16 RCS reduction program called HAVE GLASS was apparently tested there.

The Air Force seems to have a mixed record regarding commercial customers at Groom Lake. I was told by someone at the Skunk Works that the Lockheed Martin P-175 Polecat UAV was tested at Area 6 (Yucca Flat) instead of Area 51 because "there was no government customer." It was strictly a company project. On the other hand McDonnell Douglas (later Boeing) was given full support for testing the YF-118G Bird of Prey at Groom even though it was primarily a demonstrator for proprietary technologies that had numerous future applications but no specific customer.
