Any other hand, the long development time is something that raises the cost! The years of time spent talking about instead of building aircraft just answer to the cost of each plane. The complexity of each plane and how long they take to build also not only raises the price but means that you have to have everything you need before a conflict starts because you can't resupply anything before it's over.
