Greatguess is right. It is just a scale model of the B-2. Nothing unusual about the configuration at all. I have seen it up close. There are identical models at the entrance to Joe Davies Heritage Airpark on Avenue P, just west of 25th St. West in Palmdale; near the Antelope Valley College, along 30th St. West just south of W. Avenue J-8 in Lancaster; and at Jack Northrop Elementary School, on the corner of Challenger Way and E. Avenue K-4 in Lancaster. Check them out on Google. They are all clearly visible. There are others around the Antelope Valley if you wish to play "Where's Waldo?"
