I've got two programs in my lab that can process a viewshed. One is Arcmap with the 3D Analyst extension and the other is ERDAS Imagine which is a remote sensing program. Remote sensing is my field of research. Neither one of these were made for a specific purpose, they can be used for many things Remote sensing is very good at saving people time on the ground by telling one where the likely spots are for the object(s) of interest. That is, as long as you know what to tell the program to look for.

Lately I've been creating my own elevation models from stereoscopic photography I obtain from an aerial drone that I built. I'm getting about 5-7cm resolution at this time. I'm hoping I'll have time to get up to the desert to do some flying sometime soon. And yes, I would stay outside the boundary.
