A few years ago I did a viewshed analysis of the area. The basic methodology was to select points of interest around the base (I think I had 10 for this one). The program then analyzes a Digital Elevation Model (DEM) of the area pixel by pixel and determines how many of the points on the base are visible. If more than 5 points are visible then that pixel is marked red. I've included a link to an image of the area around Tikaboo and over to Freedom Ridge. Anyone standing at an area in red should be able to see a large portion of the base. You can see that Tikaboo is the only area with any red pixels in that second range of peaks.

It's also very obvious why they drew the new border the way they did.
